This PR implemented the following issues:
#26 Sample name que se pueda repetir - SampleID unique
#73 control: the name of the sample do not contain the underscore (_)
#89 Extend the statistics to get information of lab and analyzed samples
#256 The install scirpt does not create the logs symbolic link if already exists
#260 Run states table cleaning
#266 Too many emails are sent during crontab process
It requires to update the initial tables to change the run state values and the configuration to allow that sample name could be repeated and underscore character in sample
